I clicked on the two sources from your list, below:

All I got was a 404 error. What does this mean, and how can I view the sources?

Both links work for me. Try clearing your cache using CTL-F5 … it looks like your page cache is old since your downloads counts are not current.

Tried to download the Quaker Exchequer file and received
403 Forbidden
Oh no! Our server configuration does not allow access to this page.
Don’t you just hate it when this happens.

Hi Val. I am not certain what the problem is. The download works for me. Do you have a djvu plugin for your browser? Also does your browser allow pop-ups and/or downloads? Try hitting CTRL-F5 together (to clear your browser cache) perhaps that will help. I apologize for the difficulty.
